Help! New ignition switch install

When I install the new ignition switch and key it gets locked in the on position and I can’t get it back to the zero position. Who knows the trick?

You should be able to just push that lever with the spring. The column under the hood also has the reverse lock out arm. Is the rod still connected to the 4 speed or has it been modified.
