Horn Pad Help

I am trying to figure out why I can’t get my horn pad to mate up fairly close to to steering column. I know there is a small gap between them, but mine is like 1/8” gap. There is no more adjustment at the bottom of the dash for the tube itself. All the horn parts appear correct for a 70 model and the horn pad itself is original. The steering wheel is Repo pebble grain. Anyone else run into this before??

did you get an answer for this? I am sorta in the same boat, but I am not totally sure what parts I may or may not be missing. Your picture here helps a lot. I guess more digging and maybe I will find what is missing.
 
Anyone have luck with this? Currently confused as hell as to why it won't sit right... is there a spring I'm supposed to gave or something?
