There is a Philips head screw that attaches them. Try digging through the sealant and see if you can find it. It they are rusty, the screw head may or may not be present anymore and they will just pry off and maybe be able to grab the stud and finish removing it, or will have to drill them out.
 
I just did my 63 Belvedere. Clean and soak with something like Blaster. If the phillips head looks good
insert the blade and tap the handle while trying to remove the screw. The rusty ones that wouldn't budge I let soak,tap,then try the next day.Most all came out. I only had 4 that I used small vise grips to break loose then back out with the screwdriver.
 
Mineral spirits and a plastic scraper worked for me to get that nasty old sealant off.
