With a signed bill of sale or title with sale value on it I have never had that problem. Sales tax is just that not what ever they want to make it. Try a different DMV office next time.

It was in my name. I only wanted to change the name on the title. MO used to allow gifting a vehicle. People abused it so we had to claim a sale price for tax reasons. We claimed $450 and they balked until I said it needed an engine.
