Swapping oil pans on my 383 and checking things over. Saw this on the front of the crank throw. Is this a .010 under stamp. It's a warranty 383 block and as far as I know has never been into. Factory defect possibly?

It's a factory correction of a defect, technically.
 
Looks like done at a shop, not factory marks like I've seen, and it's also been post factory balanced with the evidence of the weld.

Entirely possible. I've got the original block that threw a rod. I don't know when the work was done but I got the car in 2002 and was told at the time the engine only had about 20k on it. It hadn't really been driven in a long time when I got it so I'm guessing the work was done in the 80s.

I'm just changing the pan to a 6qt and saw the stamps and was kinda like hmmmm. Rest of the bottom looks perfect.
