it would make sense that this was a paint thing, an identifier for what shift the car received paint

Didn’t an old line worker say this is where they hooked up the crane lift to dip the unibody? My ‘68 4 door and wagon both have 2 on each side. “A” cars.

I had to circle back to this thread once I remembered to actually look at the cowl on my 70 RR, I have a single dent on both sides.
