I am wanting to build a set of christmas tree starting lights for use in my garage. Does anyone know where I can find plans for building one, or someone who has built one that I could chat with? This would be for display purposes only, not trying to use it for actual racing.

Easiest way is with a small PLC and some light fittings on a board. Program the PLC to sequence the lights how you want.

Use an arduino or ruggeduino, they are inexpensive and the programming language is easy to learn. C++. A person can do a lot of different things with one of them.

I didn't want to quote any brand names as they probably don't exist up in the USA. :)

I do use Telemecanique (re-branded Crouzet equipment) for home automation, which would provide a cool solution. The software for programming uses a choice of either "ladder logic" or "Function Block" and is so easy, even I can do it. :D

A friend of mine here is an Electrical Engineer, and he uses Raspberry Pi. He loves it, and says it is very versatile and easy to use.
