Need some 5.9 diesel help.

My brother has been asking me to help him adjust the valves on his 07 24 valve Cummins and I'm clueless on these. The valve adjusting itself is a no brainer but I can't find a timing mark anywhere? How in the hell do you know where to put the engine to adjust it?

Remove valve cover rotate engine with 15mm socket on damper watch #1 intake open, as it starts to close look at the damper. There are 4 bolts 15mm. Between two of the bolts there is a dowel. When the dowel is straight up your on #1 tdc.

Just a 15mm socket on the crank? Would have expected something like a 35mm or larger.
