On the plus side , the light wiring on these cars usually has not been messed with and the research has been done about what makes them tick.
If neither light rotates it probably is a relay or hopefully not both motors.

Welcome, nice find! If you need help with the gauges, EL powerpack issues and the tach sending unit, I would be happy to help. Check out the Gauge Doc... Congrats again, finding a first gen with no with no rust is not an easy task! Also, my friend Topher McGinnis is the resident expert on headlight motor and associated component issues...
