Very cool idea. I imagine they will soon be experimenting to have this webbing shot from a mini mortar or something to increase standoff distance.
I agree something that kills the computer / electronics in the vehicle seems like the way to go since every vehicle made for a generation has electronic ignition/computer controls...doesn't seem to hard to zap the vehicle ignition system some way while following itHave to catch them first. If you watch some of those chases sometimes the police can't get close. Yes I agree it will work with some so I guess some is better than none.
I thought this was going to be a electronic solution. GPS kill or something like that. Since most of the cars being pursued are relatively new. Stolen.

A target emp at the cars electronics. Not some gonzo unit. Something with enough juice to shut the car down, or make it go into limp mode. Shutting a car down at high speed would be messy.
