I get around 15 inches of vac at idle and when cruising. I think this is pretty minimal for the system; but thought a reserve tank might solve that. You have a pump set up?

12-15 inches vacuum is plenty to operate your brake system. Your brake petal sinking to the floor is not the booster IMO.
I have the SSBC system - the manual said should have closer to 17 inches...anyway with aux tank and booster checking fine would think yeah it's something else...lemme ask another question here:
If the pedal by chance isn't fully returning to its home travel could this create a leak down or air in booster? I had to do some rod adjusting to get the pedal in good height position along the gas pedal...it had been way too high. I'm grabbing at straws but a thought as after doing this I didn't remove the light switch to double check the pedal return.
