no dash lights on 73 challenger

I am having trouble with my dash lights not functioning / dimmer bench tested good / light bar has good ground no power to light bar/ light bar connects to the orange power source under dash with the console shifter light neither are working so according to the factory wiring diagram the power to the orange plug comes from the radio connector?????? any suggestions thanks all

The orange molded lamp connector is fed by a 5amp fuse directly below the horn relay on the fuse block. Check that.

when i check the 5 amp fuse with meter it shows good how do i know if there is any power going through the fuse i am not very savy with a meter but just basics thanks
