No power on accessory side of fuse block

1970 RR new M&H dash wiring.(years old, just getting car running Have no power to the accessory side of the fuse box. I have power to the black wire on both sides of the connector on the steering column with the key in run and acc.

Kinda wondering if it’s this splice in the harness. Anyone else ever have this problem? Or anything else to look for before I remove the gauge cluster and cut apart a new harness?? The wipers do not work also. This is also a part of this splice.

Before unwrapping the harness to get at the splice, I’d be sure the terminal on the black wire at the ignition switch Molex leading to the splice is good, It’s a short run for that black wire to the splice. I’d probe into the wire just behind the terminal. Hard to imagine the splice is bad.
 
You’re down to either the splice itself or the black wire between the plug at the bottom of the column & the splice. I’d double check that plug and push inwards on the black wire connectors from both sides of the plug. I’ve had several issues here & there with just 1 wire connection coming loose on either of those plugs at the bottom of the steering column. Push in with a tiny screwdriver or something
