Anyone know of a brush on paint for steel rims that finish looking like spray paint?

Without knowing the scope of your project, there is no real substitute for spraying in my opinion.
Some of the gurus on here my have a better answer but brush on vs spray, no real comparison really. Rattle can or gun.
Spray all the the way.

It can be done
Thin some rustoleum with a little mineral spirits. Might need 2 coats.
It depends on what you use to apply the paint. Maybe the foam type brush.Or a combination with a 2'' roller. Just a guess.
I have found that modern paints flow easy eliminating brush marks better.

If your using rustoleum add some penetrol and it will be smooth as a baby’s bottom.
