Power steering pump shaft/pulley hard to turn by hand after rebuild?

Dis-assembled my .94 Saginaw pump, cleaned everything up, inspected and followed the FSM for re-assembly. I did NOT remove the ring from the end of the shaft. Shaft/rotor assembly looked fine. Started re-assembly and had to tap the shaft/rotor assembly into the housing. It didn't want to go in by hand at all and after seating the thrust plate, I couldn't turn the shaft by hand at all. Tapped it back out and checked for burrs, etc. in the bushing and on the shaft. All good. Re-assembled to the point of installing the end plate and large retaining ring. still couldn't turn the shaft, so installed the pulley on far enough to engage the key and it turns by hand but isn't as smooth as I would expect. It takes a bit of extra effort to turn the pulley. Is this normal on a rebuild until the shaft/rotor assembly gets settled in? Only thing that I did differently was that I pressed out the old bushing because the rebuild kit had a new one so figured might as well replace it since I'm this far. Of course, the new one got buggered up when pressing it in, so I re-installed the original bushing.
 
Was it a KNOWN quality rebuild kit? Lots of this stuff in after market is just close enough to look like it will work but once measured the sizes vary from stock....
 
Bought it from Ricks Mopars on Ebay. All made in the USA. None of the mechanical pump parts were replaced. Just the front seal and o-rings. I checked it again after posting and it seems to turn a bit easier. Maybe just needs to be operated and get everything seated again. I'm thinking it has never been apart as all the o-rings were hard and brittle.
