Was that line for water or was it an air vent?
Gawd . . . I hope it's "just" an air vent, but being a 4" pipe, it's a sewer pipe - if they have an upstairs, and it drains down that pipe . . . things would get very messy . . . very quickly . . . Ewwwwwwwww
It's probably the main vent that goes out the roof. Those holes will let sewer gas in. EU!

I believe it's a vent which goes to the outside usually out the roof. When you flush a toilet or run water it lets air in behind the water going down the drain. Without the vent, when you flush a toilet or run a large amount of water out of a sink it would suck the traps dry and allow sewer gas in. Without air coming in from behind the water going the drain creates a suction to draw the water out of traps. If you punch a hole in the bottom of a beer can and start to drink it then pop the top it will drain the can. No glug glug just a steady stream.
Your correct it's an air vent my explanation you don't need. I just made the mistake of not putting air vent on post.

I love it must have stunk how close was it to main sewage line? I had something similar in my new house minus they just vented it in the wall guess they ran out of pipe? My kitchen smelled like crap when I bought the house couldn't figure it out the old owner said they had the same problem when I took the wall apart to make a pass threw to my dinning room I found the problem along with a pabst blue ribbon beer not to far helping keep the pipe stable I can't make this crap up ! God I hate FL. Contractors

Guys I fell in love today ,meet my future car it's name is the reaper it's a highly modified 41 Buick . I want this car very badly and my wife said get rid of everything I have and buy it! I'm torn between my junk and this sweet little number I don't know what to do I rather just buy it and keep everything I think I'm going to put my cars on eBay since no one is trying to buy them if I can sell my cars at my asking price I will and buy this Buick what do you guys think of it .id want to change the gauge setup to something a bit different and reupholster the seats getting rid of the Mexican blanket theme .besides that I like it !
