Because God gave them to her, oh you mean the car!! Could be it was a city owned car or they just liked being able to keep an eye out. Over the edge.

The car is a ‘68, but it’s got crusty looking non original moon hubcaps. Who knows when the picture was taken; perhaps it was a repainted ex-cop car?
