Might be referring to the Light Blue Metallic that was available only from 1966-1970. Colour changed for 1971 (to a lighter blue). But it's only a guess.

Blue block meant it was a Pontiac engine. Most Pontiacs built in Canada, at that time, used orange Chevrolet engines.
It is a custom-bodied motorcycle based on a 1934 BMW R12 chassis, designed and built by Louis Lucien Lepoix in 1947.
