I found the root cause of my water problem. 
The rabbits quickly spread all over eastern and central Australia and were devouring what little vegetation there was. . Knowing that attempts to exterminate them had proven futile they came up with the next logical step — a fence across the entire continent to keep them where they already were. So a nearly 1200 mile fence was built in the early 1900s.
