How to validate someone claiming it's a real 65' Plymouth Street Wedge car?

He should send $40 or $50 to Chrysler Historical for the build IBM card & cert letter that says where it was sold & what it is. I did that for a 64 street wedge 4 spd Belvedere I had & didn't know it was a red/red 426 car till I got their letter. VIN only shows if it was a V8.
