was wondering what the best way to remove the rust without a da didn't know if brushing on a rust remover like evaporust would work or better off sanding
 
Don't want to seem like I'm blowing you off - but up in the right hand corner there's a search facilities that work and there's some good treads on rust removal that are really good and pretty recent I.e. Last 6 months. Try it...
 
Just a note on evapo-rust, its meant for use by immersing items in it and let them soak, brushing it on wont work well, because it will dry up before it has any chance of working. I have seen a few videos however where people setup a basin with a pump that circulated the fluid over the part and it seemed to work, but sanding or using a DA would be faster.
 
I'd suggest getting what I call a scotch wheel. You can find them at Lowes, Home Depot...also at auto paint supplier. Kinda in line with scotchbrite.

It will remove any rust the wheel can reach, down to bare metal, which is what you want on something like that.

Watched a gent, using a 12" wheel, completely strip paint, rust, and anything else in the way, a fiftyish model pick-up, down to shiny bare metal, in 3-4 hours.
 
does that wheel create any warping or waves in the panel
 
No, no warping. I use them all the time. I put them in a die grinder. Works great.
 
Common scotch wheels are 4-5" diameter. Package will say for rust removal, the coarse brown ones.

Just let it do it's thing. It'll take skin off real quick, too!
