not a big deal in sandy soil, as long as the hole wasn't dug too deep and then filled in. I put a wood basement in 10 years ago in a former nasty 180 year old crawl space. dug down to about 4 inches above the grade with a machine then hand dug the remainder. for the wall, set a 2x12 flat on the ground with a 2x8 plate on top of that and built the walls and sheeted then 2 layers of black plastic. Dry as a bone absolutely no sinking at all, it was on the back of my house. Have built several decks that way in the sandy soil areas, not one problem, just make sure there below frost level. Some code requirements may tell you different and that changes from township to township in Michigan. They do not require any type of footing or cement puck under deck poles in any townships that I am aware of, that includes about a dozen or so.

These aren't shoddy, just really old & sketchy.... From a freight elevator built in 1899...

Here it'd require a permit...

any reconstruction that includes footings or piers etc. always do
demo is about the only thing that might not require a county or city building permit
not sure about Wisconsin
but all the states I did work in it was like that
15 western/southern states as far east as Kansas & north to Alaska

remodel or not
once you deal with any framing, reconstruction it needs plans to scale/drawings
& a building permit, with scheduled progress, for them (city/county) to sign off
it's for your protection
from shoddy contractors, that don't do stuff to code or try to do shortcuts
under-par workmanship

FL is all sandy soil.

I set my posts (both metal and PT) on about 4" of gravel, and pour concrete to about 3" above the grade.

That way water doesn't pool around the wood/metal and even if it gets between the post and the concrete, it has drainage below.
