Can't verify for 68 Mo, but my 69 with fendertops do work in cluster also.
Fast flashing
would indicate a failed bulb as you describe, but If everything else is working a failed ground also causes rapid flashing. They work on resistance, so a 552 flasher is an easy try. Unplug the fendertops and give it a try.
Back in the "old days" remember when you hooked up your tow vehicle to a trailer for the first time?
You found out quick you needed a HD flasher, as you added more resistance.

NO. My 1968 had factory fender mounted indicators and the bulb holes in the instrument panel had paper tape over them to prevent the insertion of bulbs. I removed the tape and placed bulbs/holders in them and now I have both. Any other 68 owners with both are most likely the lucky recipients of the actions of previous owners or a factory screw-up.
