Steering column spline question

I bought a steering wheel on eBay to replace the cracked one that I have. I “think” the shaft has a 36 tooth spline and the new wheel is a 39 tooth spline. So of course I can’t get it to go on. Could this be correct? Were there two different splines?
Old wheel part number 4019001-71589-1
New wheel part number 4019001-71589-2
 
I believe 68/69 same 70 1 year only and 71 /74 same
 
Should be a 36 minus 1... In other words there should be a single missing spline that forces you to index the steering wheel only one way or it won't go on...

I believe what Dave is referencing is in 70 the column diameter changed because the ignition switch was moved from the dash to the column... when that happened the steering wheel changed to blend with the column, a 69 wheel will fit but will clear be wrong... 71 & up is the same as 70..
