Steering pump adjustment bolt

I have a steering pump adjustment bolt seized, the bottom bolt. I put penetrating oil on it used a large drive socket and a bar. Can't move it. Tried using heat along the side. Anyone have ideas. Need to take the belts off to change the water pump...it's very tight. Started to round a head on the bolt it's that tight and had the socket on fully.

Six point socket, lots of penetrating oil, heat (acetylene not propane), smack the head of the bolt hard with a large hammer a few times, try turning the bolt both ways…
