Steering pump adjustment bolt

I have a steering pump adjustment bolt seized, the bottom bolt. I put penetrating oil on it used a large drive socket and a bar. Can't move it. Tried using heat along the side. Anyone have ideas. Need to take the belts off to change the water pump...it's very tight. Started to round a head on the bolt it's that tight and had the socket on fully.
 
Six point socket, lots of penetrating oil, heat (acetylene not propane), smack the head of the bolt hard with a large hammer a few times, try turning the bolt both ways…
 
Thanks for everyone's help. I let it soak with penetrating oil hit it quite a few times. Used heat. Tapped it used a 6 point very hard to find. Couldn't move it with a bar and a a six point socket a few days ago but now moves back and forth about an inch or so with a box end with extension. I think it will work .I keep hitting it with blaster and bought kroil oil expensive. Walters and Lloyds I thought were good ..blaster might be better . Should have made work pay for the kroil oil but oh well . Want to get it done. They sell these bite wrenches husky makes them didn't try them..the box end 6 point works good. So far.

Just a suggestion......upon re assembly, a little dab of Permatex NICKEL ANTI SEEZE compound on the male threads of ALL attachment hardware will prevent a reoccurance of your issues. Personally, I use anti seeze compound on everything except main bearing cap bolts, rod bearing nuts, cylinder head bolts. Use FSM torque specs for all hardware EXCEPT on my engine, I use full
groove main bearings (for 360 degree rod bearing oiling), then I increase cap bolt torque 10 lb/ft more (over FSM specs) for better bearing crush and to prevent turning under load......
