suggestions for grooming / smoothing gravel drive

One doesn't simply pave a quarter-mile long road - well, unless one is a county highway department, that is.
Last estimate I got over a decade ago approached $50k then; forget about it now.
 
5 inches of concrete, I am not sure how thick the asphalt was quoted.
Im just wondering why you need concrete that thick unless you have some really heavy loads going to be traveling on it. On a 2x4 you’re only getting 3 1/2” of actual concrete. I used cattle panels in all of my concrete. The only rebar I used was on the edges. I’ve had over over 30 ton on it and zero cracks. A good solid base is also key. My old concrete guy said so many people way over pour but if that’s what they want I’ll give it to them.
