Tie rod sleeve turns when tight.

I found that after tightening the tie rod sleeves they still turn easily. The previous owner replaced them and they look correct, but like I said, they still turn by hand easily. I’m thinking they used the wrong ones?

What you describe translates to “Chinese parts”
That could very well be. Most of the stuff the prior owner did was in 2018 and the estate didn’t know anything about the car. That’s what he put in.

Yup. As you can see, I can’t tighten it anymore. And it still turns, no effort.

Yeah those are different from factory... not split the whole lengthwise
 
Take a thin cut wheel and slice them further down, spray some fluid film on them so the don't rust and tighten them back up. Zero to lose and free...
