Two fender tags?

(Disclamer i did not remove thease with the intention of puting it on another car its only a slant six thats rotted away)

So i was looking around in my uncles junkyard for some parts for a mopar of mine and spoted my fathers old coronet. It was nothing special just a slant six auto. Anyway i decided since it is very far gone i decided to save the fender tag and give it to my father.
When i started removing it i saw there were two tags next to each other. One intended as the fender tag with all the info, and another one just like it but completly blank.
Is there a reason for this? Did some b bodies need two fender tags? Is this common?

Update the tag isnt completly blank, one one end it has a spamped "M" and on the other it has a "G" spamped sideways

Huh? I've seen a couple cars with two fender tags, but those were cars with a ton of options that wouldn't fit on just one tag. Not very many cars like that.

Just a GUESS..... I'm pretty sure it means "something"......like it was built for someone who worked at Chrysler, or something like that....just a guess.
 
I have a friend that has a orignal 1970 GTX 440- 6 Barrel car with two fender tags. It is loaded with options to the nuts!!!!! It was ordered by his father who owned a dealership up here in Ottawa, Canada. It has code CTD on the first tag which means Codes Continued on 2nd Fender Tag
 
Lynch Road inspection tag.

The main tag also has Lynch Road gate sequences at the top.
