Unsilenced breather question

Pulled out my air breather on my 65 project. The base has a little rust on it. I noticed the outer rim under the filter has sort of a orange rubber coating. It has the texture of a air breather. Is this factory? Or this pulled off a old filter.

I would believe to clean it up from old air filter. Heat from engine maybe the cause.
 
Orange silicone sealer? The filter doesn’t touch the base there does it?
 
Either way silicone not suppose to be there. I have seen alot of the silicone base air filters Leave some on housing from the heat.
