Ok, another stupid question. :) 70 Charger 383 HP Auto. Is there any kind of a spacer under he pulley? I can hear the pulley scraping on the pump bolts. I measured the pump bolt heads and they seem about .020 wider (not thicker) than my OEM bolts. I've cleaned up the OEM ones and just coated them with black oxide, so if there's no spacer, I'll try replacing the bolts tonight after work.

Yes, I know the bolts should be painted with the engine, but I kind of like the contrast of black on orange.

Check pulley for trueness. My 70 no issues
 
Is the water pump new? Compare or find the measurements of the hub surface to the mount surface. I would make sure all the pulley grooves line up. Lots of people end up with a miss match of parts.
