What are torsion bar cover seals/dust boots for?

Do factory mopars have those torsion bar dust boots I see advertised? Where do they go? What do they do? Thank you.
 
Yes, they come from the factory with them... they keep dust, dirt, ect.. out of the torsion bar grease. They go on the torsion bars, facing towards the front of the vehicle, at the crossmember
 
They keep dirt and water out of torsion bar anchor. Without them bar ends get rusty, and will break. The first cars they built in 57 did not have these seals, and they had several failures in about 1 year.
