What comes first? Wheels or Rear end?

I'm in the process of doing a leaf relocation and mini tub on a 67 Belvedere and assumed I'd get the wheels and tires then measure for the rear housing and axels. I'm reading some other builds that people are cutting down the housing to fit the new leaf location then buying wheels to fit.
 
Check the mfr of the wheels ya want to use, and see if they have what you need. Either way will work. Most wheel mfr's are set on their back spacing and widths. Expensive wheels are generally made more to order.
 
WHEELS First that way you can make your rear set up rite on the money.
