What was intended to be bolted here?

I noticed these clips and one of them had a bolt half run in on one of them. Anyone know what may have been attached here they are on the inside of rear frame about 4 to 6 inches forward of the exhaust hanger bolt holes.

Ya...let me get off phone and onto my desk top. I can't remember if that spot is chrome tip spot or turn down pipe
