Whats it worth

The local swap meet today I ran into a guy who has a 1966 Satellite Conv 383 power windows brakes steering and unsure if it has air or not. This car is partially disassembled he says but not quite a basket case . Any input to what its worth or value when done right.

Done right with a factory big block I'd say $20,000. My buddy sold a decent one when the market was really good for $11,500. Cool cars, but not at the top of too many lists.
