My experience:
I prefer Eastwoods Rust Converter (Phosphoric spray) followed by Eastwood Rust Encapsulator. I did this on my old truck floor pans 6 years ago and after some Chicago winters, it has held up well.
I have used Rust Bullet for the inside of a wheelwell and I did not like how it applied, (is not very user friendly at times) it has held up well.
I used POR 15 and it worked well I did not like the finish compared to Eastwood. But that is personal preference.
