Its for a plug.
I haven't yet heard a definitive answer to that question. Some cars had it but most don't.

I've got two '69 Coronets, one from Lynch Road and the other from St. Louis. Neither of them have that hole in the firewall. Both males!

My 69 coronet doesn't have "the hole". Nor did any of my 68-70 bbodies.

Could be for the washer hose. For cars with foot pump operated windshield washers.

Yeah, I could not remember if it was used or not.Guess I will just plug it.

No it was not.Is that where the cable came thru on some?

No, it is not for the cable on the N96 cars. That hole is only about 1/2" dia and is between and slightly below the ballast resistor and the voltage regulator.
