Where and how does the this bracket attach?

I will look tomorrow on the driver's side inner fender. I don't remember them looking exactly like that, but I assume that would be it.
 
I may be confused but this is from the ad:

"New reproduction 66-69 Hemi positive battery cable bracket. This bracket keeps the battery cable from contacting the exhaust system. Paint hemi orange with the engine. The last photo shows a longer bracket installed. Includes OEM correct small anchor head bolt. We also sell the longer 70-71 style."

thanks Jerry! also I’m trying to figure out the bracket that bolts to the back of the head that holds the starter cable off the manifold.

Yes exactly that’s why I’m confused the bracket in the pic above looks nothing like the one for sale in the ad. It looks like it has the same end that’s bolted to the head but is way shorter.
 
That is the bracket that bolts to the back of the head for the battery cable. The bracket length changed for 70-71.

The photo of it on the engine is a long one for 66-69. The photo of the bracket by itself is the short one for 70-71.
