Where does the hole go for the antenna?

My car has a hole in the passenger fender for an antenna however, it is too small for the factory bezel. I am sure it is also in the wrong spot. Please correct me if I'm wrong but I believe it is supposed to be thru the doubled up area so the lower rocker/clamp thingy does not cause the top of the fender to wrinkle. If this is the case does someone have dimensions for the proper location?

Mine is centered 7" from the rear edge of the fender.
