Woodgrain Wheel Advice

I recently purchased a woodgrain rally steering wheel. Over all it's in good condition with no cracks & no missing sections. I do have a couple of things I want to fix though. #1-The outside metal ring sticks up a tiny bit higher from the 10 O'clock- 2 O'clock area. I'm thinking the wheel has been worn down by use ever so slightly. I need to know what I could use to build this 1 area back up so the outter ring fits better. #2 question; my outter hoop is slick as a button. Are you supposed to be able to feel the fake woodgraining on it, or were they just painted to simulate the grain? Thanks for the advice
 
Been told they use hacksaw blade to "restore" woodgrain. Picture is of a 65 to 67 NOS 3 spoke wheel.
