Does anyone know if the 66 Belvedere II Hemi cars came with the hood insullation mat?

Depends on weather or not it was order with it new. It was part of the insulation package which included undercoating. There is little magic with Hemi car with regards to equipment. It was an engine option that came with heavier suspension, brakes and trans as standard. There were a few options that were not available when ordering the Hemi such as A/C, and trailer tow package.

On later models (69-up) when the air grabber/ram was standard with the Hemi, if you ordered the insulation package they deleted the under hood pad.

Thanks - my car had zero undercoating so is it safe to assume it had no mat?

That is correct although your car should have undercoating in the wheel wells.

The Hemi car in my signature is a base model and the only option it has is the Hemi and what came with it, suspension, brakes, Hemi 4 speed and Dana. No undercoating on mine either. It is totally rust free and with no undercoating there is nothing hidden which is nice when people are lookng for a car to buy.
