Everyone is complaining that the clutch pedal wears out their leg. 69 plymouth with a 4 paddle Rochester clutch.

Is this normal ?
 
Overcenter spring missing more than likely. Probably removed for a diaphragm clutch.
 
What does the over center spring do ?

It works as an assist (for your leg) for clutch plate departure when you push the pedal. It also aids in clutch pedal return to pedal stop to keep the clutch release bearing from constantly riding on the plate fingers.
 
Compared to modern hydraulic clutch pedal feel, yes it will be a huge difference. I just changed my clutch to a Centerforce DF clutch which is a diaphragm type clutch but haven't had a chance to try it yet due to winter. The pedal feel is suppose to be easier on the leg. Unfortunately for me I will have to drive easy this season so it will break in correctly.
