The internet may be anonymous but Paypal isn't. They should have a home address for him. Once you confirm his address, give a call to the local police and file a complaint for fraud or theft. They'll pay the guy a visit. 
I had to do that to a guy in New Hampshire back in 2004. I bought a car from him via ebay, and he decided to not carry through with the deal because he didn't get enough. I told him his consignment on ebay indicated the car was for sale, and his acceptance of my payment was acknowledgement of the deal and he couldn't unilaterally back out of it. I told him his continued custody of the car was vehicle theft, and he told me to F-off he was just going to return my money.
I had the Kingston PD pay him a visit and explain the law to him. The guy sent the title the next day and the car was shipped within two days.

I would like to apologize about the miss communication and would also like to state I have nothing to do with Justin other then purchasing the cars a month ago or so from him. Kind of bad that you all take a craigslist ad and associate others to it as I have not gave my number out to this specific individual on here.

Just to give everyone here an update...
Well I tried...April or who ever the hell they are said they were going to ship this morning.
It's 1100p I've sent 3 messages today no reply.called, no answer again
Draw your own conclusions.... I will be filing a report with the local PD in Va tomorrow. I have her emails stating she has my money and my parts.
Evidently the whole lot of them are familiar with law enforcement (FABO has a lot of pissed off people that have been ripped off).... A bunch of liars and thieves. So April Renn, adr7850@gm, Ws08, Justin figgat, MoparMike, Mike440, humpty dumpty or who ever the **** you are, know this & know it well- you are TRASH you will ALWAYSBE TRASH!!! Funny how you stated it was all a miscommunication....you would think with as many "micommunications" you have obviously had, you would buy a ******* book on the subject, hell, Dr Seuss communicates betterthan you. Get some ******* help!

So I was refunded my money @ 12:45a this morning....
Right after I was told it was shipped @11:30 p....
Well it's a shame really, all I wanted was the parts but I guess some do not feel the need to be honest with people...At least I got my money back!
Lessons learned-
1. I poked fun about my wife in a different post of "always assuming good intent of people"...well I guess I was guilty of that...I guess I'm a victim of FBBO & the sense of comradery, brotherhood and friendship that I feel 99.9% of the other members share here.
2. Get detailed info- name address, phone number & references ect...
3. Beware of the .1% that are out there to screw you over!
4. It's good to have friends that support you! Thanks Joey, Kiwi MarPar, Moparnation74, my new friends over on FABO and everyone else that helped keep this thread alive and applying pressure!!!

I figured they were just biding time to collect more money from people. They never realize just how small and tight the Mopar community is in such a big world.
I am sure this group.of losers will come back to this thread look over it a bit and laugh and chuckle. They think the long arm of the law does not stretch across states or even locally. I assure you it does and it will.......

Communication from the vendor in a timely manner is what I appreciate most. I bought some used parts from a vendor on here and getting updated information took more time than I expected; which made me uncomfortable. After searching for any other incidents with the vendor, it seemed that the vendor had no issues with other members, so I waited patiently. I realize many have regular jobs and sell things as a side business or to help fund their project, but a response to a question or concern raised within 24 hours seems reasonable to me, especially when the vendor already has my cash.
The issue in my case was a delay at the border by Canadian customs. Adding to the issue was the tracking number only tracked to the border where it transfers from usps to Canada post. After a number of weeks, I contacted the vendor who was kind enough to check into the issue and let me know.
A simple note to say 'I received your message and will look into it asap' would help to ease concerns after receiving a message from a buyer.
