Operates just like the factory cable-operated valve but, without a cable hooked up, you'll need to open/close it from under the hood.
It's not OEM and you don't NEED it. Why it's there, only the previous owner can tell you. Perhaps he had a leaky heater core and diced to shut off the supply rather than bypass it.
