This is a puzzler. With the lights off the left blinker works. Lights on the turn signal won't flash. Wiring looks good. What could be going on?
 
Yes. But now I only have led bulbs in the taillights. I gave up trying to get the parking lights to function with leds.

Mixing LED's with Incandescent lamps is a recipe for problems....go with one or the other, and then check your grounds.

Sounds like a cross contamination of voltage between the Indicators/Brake lamps and the lighting circuit to me.
 
Also check the bayonet orientation of the LED lamps...the new ones are very easily installed incorrectly into old style holders.
 
The flashers on incandescent bulbs work like circuit breakers. When enough current passes through them they open. Leds have very little current draw so the flasher does not open,,,
 
you have to use a flasher for all l e d lights and a different flasher for incandescent in ether front or read and l e d in the other i just went thru this.
 
ORRRR, if you want to mix led and incandescents buy a load resistor wire in to each Led circuit,,,,
