Gauge Cluster voltage limiter testing

I have a voltage limiter that I would like to test to see if it is good before I install it on to my gauge cluster. Can anyone tell me how to test this limiter?

The origional instrument panel voltage regulator is a mechanical device, which when new, was marginally accurate at best. It provided +5 DC volts output to the instruments from approximately 14.5 volts DC input. It was a percentage cycle timer, 5/12 on time to yield the 5 volt output....YES.....BUY RT ENGINEERING unit...accurate 100% of the time.......

I looked on their site. Did not see which one I would use on a 1967 Dodge coronet RT. Any idea which one is for my car.

The RTE IVR3 style solid state limiter replaces the limiter style that has individual wires on the
back of your dash. If the back of your dash has a limiter that plugs into a circuit board, then you
may need the RTE IVR4 style limiter
 
Power up the cluster. Plug in the limiter. Check the limiter output with a voltmeter. It will pulsate from 0-5 volts.
