The difference is .007", does that seem big to you?
The hole has to be smaller than the stem so that the interference holds it in place. Usually the tops of the knurls will crush down and cut into the hole somewhat on installation, so that may be the difference in measurements.
A new stud should measure bigger than a used stud.
On a non-knurled pin .001" per 1.000 diameter is a lot of interferance.
