70 charger gas line help

Installing the gas line on 70 charger and dont remember were this clip bolts to.

Is that frame rust ?
That fuel line is not shaped the same as the ones In my two cars. Both of mine hug the frame rail on the three sides.

undercoating/overspray is what you see. Thats the original line. Maybe BB line is different. My line does hug the frame rail on the outside.
 
Maybe that is a shadow from the flash of the camera?
The retaining strap may attach in a different spot than where it sits right now. Is that line from another car? It does not look new.
I reuse stuff from other cars so I've had to make accommodations with straps and clips.

I had a bright led light under the car when I took the picture. That is a glob of undercoating not a hole in my frame rail.
 
I installed new fuel lines in my '70 Charger this spring and I remember that particular clip being a bit of a pain to get reinstalled. Unless you're laying on your back in just the right position, forward of the rear shocks, it's hard to see the hole it bolts into.
