Spot weld from the inside of a torsion bar cross-member?

I thought I was about prepared to cut the rest of my floor pan out, brace the front frame members and start replacing my torsion bar cross-member on my 68 Charger....

Until I can across this picture in an article and noticed where the guy was making his holes for rosette welds...

How in the world is he going to fill in those spot welds holes from inside the channel?

The only way he could would be before the floor pan goes down. That's Craig Hopkins and he does excellent work. I searched for the article but couldn't find it. Do you have the name of the article?
 
Craig Hopkins does some very nice work and has made a lot of videos, but that isn't the way I would do it. Drill the holes in the floor pan instead. The only holes we made in the cross member were on the ends where it attaches to the inner rocker.
 
Those are the welds to the frames rails. I would just drill holes in the tabs on the rails and weld from the under side.

Thats what I thought and what I was going to do. Even without a pan on he would only have a couple inches to fill in those holes to the front frame rail tabs. I wonder if he messed up or maybe I might just be missing something.
