Torsion bar, crossmember installation

I have a 67 dodge coronet 440.
I am currently wanting to replace the torsion bar crossmember. I noticed on outside of the crossmember where it goes to the rocker there are two ears that get tucked up what looks like between the floor pan and the rocker panel does anybody know if this is spot weld it or if it’s just slides in and out. If it is spot welded are they accessible. Are they underneath the wiring retention sheet metal?

The crossmember tabs are spot welded from the factory...... and the only way to get to them is have the floorpan removed. And yes, you have to remove the wiring cover plates. It seems easy, but it takes time to do it right.

The crossmember cannot be replaced from under the car. The rockers are angled, so the crossmember is "wedged" in place from above.
 
Always wondered if one side was decent, could just cut and weld near the rocker. Maybe.
